can someone tell me when and where this medal is from?
i have a picture of my great grandfather originally from russia who then came to america in 1914. the medal is a golden circle with two golden "tiers" or thin rectangles above placed horizontaly on top of each other. on top of all this is an eagle (or bird of some sort) with it's wings down. the bird could also be two birds facing each other- the picture is a little fuzzy. any ideas?

EDIT: It looks like a marksmanship award that the NRA issues, but I can't be sure. It doesn't look military.
