If make a bird post with a railed platform on top to put bird seed...will wild birds be attracted to this?
how big a platform would be best on top of the post and would the bird seed be okay to just sit on top of it? and how often will have to replenish the seed?
do birds mostly like sitting on low branches of trees? how often they sit on bird baths? or do they sit on HIGH branches too?

Platform feeders are fine, I would recommend at least a 18" x 18" . Do not place near a tree where a squirrel can jump down from a trunk or tree limb. Also you may need to put a baffle on the post to stop them from accessing the platform or you will never have seed for the birds.
Seed on a platform feeder is subject to weather, if there are not enough birds to eat the seed and it rains with seed sitting there for some time, it will sprout or mildew. So test it out with a minimum of seed. Recommend a mixture high in sunflower and millet. Some brands have junk seed filler. Millet and Sunflowers attract the most birds.
The other question is really about cover. A platform feeder may attract birds but it also allows hawks to zero in on feeding birds easily. So there should be shrubs and trees close by to hide in should danger arise.
You also need to determine the species of birds in your area. It sounds like you are interested in wildlife gardening or at least attracting wildlife to your yard. Check out the National Wildlife Backyard Habitat program as it has lots of info or google your local Audubon society as well.
